German technology has a strong reputation in water, energy, medical systems and industrial software. International programmes still fail when equipment arrives without training, spare parts, bilingual documentation or a partner who stays after handover.
This paper sets out how GII structures that transfer: German engineering standards, Arabic and English delivery where needed, and a path from specification to operation. The goal is technology that local teams can run, not a catalogue of products left unused.
Public institutions and development partners need that operating layer as much as the hardware. Partnerships work when roles for training, maintenance and knowledge exchange are defined at the start.
